Transfer on Death Deeds Bill Introduced for Third Straight Year
Legislation creating and regulating the use of transfer on death deeds (TODDs) has been introduced in the California State Assembly for the third year in a row. Earlier incarnations of AB 699 (Wagner) faced opposition from several groups, including the CLTA. The CLTA argued that implementation of the proposal would lead to an increase in fraud and elder abuse and are seeking amendments. The California Land Title Association and California Escrow Association are opposed to the bill.
