Assembly Bill 1718 (Blumenfield), modifying the senior citizen property tax postponement program, is now on the Senate floor. The CLTA is opposed to the legislation due to unanswered lien issues and has been joined in opposition by the California Escrow Association and the Howard Jarvis Taxpayers Association.
The current postponement program was suspended in February 2009 for budgetary reasons but gave the postponed taxes “judgment lien” status. AB 1718 proposes a super priority status for deferred taxes. The bill’s uncertain qualification requirements also substantially increase the potential for abuse.
