A bill modifying the senior citizen property tax postponement program awaits action by the Governor after reaching his desk on a party-line vote. The CLTA opposes AB 1718 (Blumenfield) due to the creation of a super lien. The California Escrow Association and the Howard Jarvis Taxpayers Association have joined the CLTA in its opposition.
The current postponement program was suspended in February 2009 for budgetary reasons. Postponed taxes had “judgment lien” status. AB 1718 proposes a super priority lien for deferred taxes. Uncertainty surrounding program qualifications also increases the potential for abuse.
