Assembly Bill 2226 (Hueso) would clarify that the holder of property title is the owner for purposes of public proceedings, helping to establish the concept for deciding property ownership is applied consistently and uniformly in proceedings before public agencies. The bill makes it clear that the Evidence Code section creating a presumption of ownership in court proceedings applies in all proceedings before California state and local agencies.
The CLTA, as part of a coalition of trade organizations including the CAR, CBIA, CBPA and California Chamber of Commerce, is in support of this legislation.
