Senator Mark Leno introduced Senate Constitutional Amendment No. 3 to place a measure on the ballot to change Prop. 13 to make it easier for voters to pass school parcel taxes by a 55 percent vote instead of the current two-thirds vote required. Other Democrats have suggested looking at having voters decide whether to change the business property tax limitations under Prop. 13. The mood to revisit tax increases may be at least partially driven by the passage of Proposition 30, the tax increase measure sponsored by the Governor and the first tax-raising measure approved by voters since 2004.
