AB 442 (Arambula), is recently introduced legislation which seeks to require California Notaries to accept the Mexican Matricula Consular card as a valid form of identification. Both the California Land Title Association and the National Notary Association are opposed to the bill, citing the Matricula Consular card’s “proven unreliability,” as well as the existence of other forms of currently acceptable identification. Both the United States Department of Justice and Federal Bureau of Investigation have questioned the trustworthiness of the Matricula Consular card as a form of identification.
