The California Department of Insurance recently denied a request from the Greenlining Institute to intervene in a rate hearing. Notably, the title insurance industry operates under a file and use rate system and individual hearings are not required on title insurance rate filings. The Department decided that rate hearings are not necessary on matters unrelated to a rate filing and that consumer interveners may not request rate variances unrelated to the filing. The Greenlining Institute’s issue was service levels and investments in under-served communities.
