Proposed Water Savings Program Follows the PACE Design

Senate Bill 564 (McGuire), also known as the Water Bill Savings Act, looks to build upon the precedent set by PACE financing and authorizes a joint powers authority to provide funding for a customer of a public utility to acquire, install, or repair a water efficiency improvement at the customer’s residence. Customer repayment would be made through an “efficiency charge” on the customer’s water bill pursuant to a servicing agreement. The bill requires a written agreement by the customer, the property owner (if different than the customer), and the utility. The charge would remain with the meter until repaid or transferred to a subsequent customer.
