Assembly Speaker Robert Rivas has appointed Assemblymember Buffy Wicks (D–Oakland) to Chair the newly established Select Committee on Housing Construction Innovation, a body tasked with exploring and advancing modern, cost-efficient, climate-smart approaches to building new homes in California.
California Secretary of State Shirley N. Weber, Ph.D., announced that the proponents of a several initiatives are cleared to begin collecting petition signatures. The Attorney General prepares the legal title and summary after which the Attorney General forwards it to the proponent(s) and to the Secretary of State, and the initiative may be circulated for signatures.
Assembly Bill 130 is a budget bill that was signed by Governor Newsom on June 30th. A provision highlighted by the CLTA was the revision of the foreclosure law placing new restrictions on lenders’ ability to foreclose on subordinate mortgages. Another significant provision not directly affecting title, but that could raise housing costs is the vehicle miles traveled (VMT) fee in Section 58 of the legislation.

Governor Newsom signed into law Assembly Bill 851 (McKinnor), prohibiting persons from making an unsolicited offer to purchase residential real property in certain ZIP Codes in Los Angeles and Ventura counties that were affected by wildfires earlier this year.
Governor Signs Recorded Document Notification Bill; Governor Vetoes Recording Fee Increase Legislation
Governor Newsom has signed AB 238 (Harabedian), entitled the Mortgage Forbearance Act, into law. The legislation went into effect immediately upon signing as an urgency measure.
Assmbly Bill 1050 (Schultz) added reciprocal easement agreements to the list of recorded documents in existing law that are unenforceable against the owner of an affordable housing development where the restriction in the recoded document limits the size, number or location of the residences that may be built on the property where an approved restrictive covenant affordable housing modification document has been recorded.
