Senate Bill 354 (Limon), the Insurance Consumer Privacy Protection Act of 2025 (ICPPA) was passed by the State Senate earlier this year, but failed to be heard in the Assembly Insurance Committee ahead of a crucial legislative deadline. The bill is unlikely to move further through the legislative process this year. The CLTA is opposed to the measure on the basis that it fails to properly account for the specific way in which title companies collect and use consumers’ personal and public information to facilitate real estate and title insurance transactions.
