Right of First Refusal for Fire Properties Removed from Senate Bill Following Indicated Opposition4/15/2025
Senate Bill 658 (Pérez), prior to recent amendments, would have provided specified governmental or nonprofit organizations a right to match the price and terms of an offer to purchase fire-damaged real property. Recent amendments now limit the bill to requiring Los Angeles County to develop a process for specified organizations to notify the county of their interest in purchasing real property. An owner could then, if they wish, notify the county and organizations of an interest to sell their property. CLTA and a number of other orgnizations has expressed opposition to the measure over its potential impacts, including harmful impacts to existing owners of real property. The CLTA is now neutral to the bill as most recently amended.
