Risk of Superliens from Restitution Orders Eliminated by Amendments

Amendments to Assembly Bill 1213 (Stefani) eliminated the language that would have given restitution orders priority over any other debts, liens, or judgments. Instead, the amendments now provide that the orders must be paid before all restitution fines and penalty assessments. CLTA removed its opposition to the bill upon the inclusion of the amendments.
