Senate Bill to Create A Los Angeles County Resilient Rebuilding Authority is Pulled by Author

Senate Bill 549 (Allen) would authorize Los Angeles County to establish a Resilient Rebuilding Authority (RRA) for the wildfire area of Los Angeles.  Of particular interest to title companies operating in Los Angeles, the bill gives LA County the authority to purchase lots at a fair price for land banking, with first look sale options provided to returning residents and their families. The bill also authorizes the creation of community amenities such as open space that promotes community-scale resiliency and insurability. The author has elected to pull the bill and provide opportunity for more robust discussion after opponents voiced concerns that the bill would add an additional layer of bureaucracy and complication, and remove community input and accountability, from the wildfire recovery process.
