Address Confidentiality Legislation Amended

Assembly Bill 2263 (Baker) modifies the "Safe at Home' address confidentiality program by standardizing the confidentiality protections for participants. 
Under the current program administered by the Secretary of State, program participants "including victims of domestic violence, reproductive health care service providers and patients, among others" can apply for a substitute address to be used in public records.  The purpose of a substitute address is to prevent assailants, or potential assailants, from discovering work or home addresses. Specific program participants receive additional protections by prohibiting a private person, business, or association from posting or displaying on the Internet the home address of the participant if the participant has demanded that the person, business, or association remove the home address.
AB 2263 would consolidate all participants under one framework, giving the same protections to all participants.  Recent amendments to the bill would exempt from the restrictions of an "interactive computer service" or "access software provider", unless the service or provider intends to "abet or cause imminent harm".
