Legislature Returns Facing a Vastly Different Federal Government

The 2017 Session of the Legislature has begun and its members are steadily introducing bills, with over 200 bills introduced since the Legislation session began. The final deadline for bill introduction in 2017 is February 17th.

The CLTA expects another very active year in the Legislature with a renewed focus on affordable housing and state infrastructure projects, including the Governor's plan for the Delta water project. Speculation surrounds what impact President Trump's views on foreign manufacturing and immigration will have on trade between Mexico and California and the relationship between Sacramento and Washington. It appears increasingly unlikely that Washington is going to lend financial support to California's bullet train. And California's statewide medical insurance plan - Covered California - faces an uncertain future if the Affordable Care Act is repealed. Nothwithstanding the questions surrounding the impact of changes at the federal level, consumer issues are never out of fashion in the California Legislature. The CLTA anticipates continuing efforts to enhance consumer protections for the financing energy improvements through the PACE program and address cyber security.
