Social Security Numbers on Recorded Documents

Senate Bill 184 (Morrell) would expand the recorders’ social security truncation program that now only applies to documents recorded after January 1, 1980. Senate Bill 184 permits, but does not require, counties to go back prior to 1980 and create an electronic copy of the record and truncate any social security number. The bill does not change current law that the recorder cannot charge a new fee or increase a fee for the program, except as provided in subdivision (d) of Section 27361. The intent of the bill is to protect against identity theft based on documents recorded prior to 1980.
