PACE For Energy Efficiency - Son of PACE for Water Efficiency

Last year the Governor signed Assembly Bill 2693 by Assemlyman Dababneh, that provides protections for PACE participants contracting for energy efficiency home improvements. This year Senator Skinner introduced SB 242 intending to ultimately broaden those consumer protections for participants in the PACE program. In the meantime, Senator McGuire introduced SB 564 to create a program similar to PACE for water conservation improvements. The program is called the Water Bill Savings Act. The costs for conservation improvements would be tacked on to water bills and assumed by new property owners. The bill requires recording of a notice of the efficiency charge that includes the address and assessor’s parcel number in order to provide notice to subsequent customers of their obligation to pay. The bill is silent as to whether the recorded notice creates a lien or encumbrance.
