Cloaking Residential Addresses for Elder Abuse Victims

A program originally enacted to protect the identities of domestic abuse and stalker victims would be expanded under Senate Bill 1320 (Stern) to include victims of elder abuse. The program allows individuals to apply to the Secretary of State so that state and local agencies can respond to public record request without disclosing a residential address. When an application is approved, then the Secretary of State’s designated address becomes the substitute mailing address. Existing law allows for the address to be used on deeds, deeds of trust and change of ownership forms. Existing law also allows participants to exit the program. Since the program’s inception the CLTA has provided input to the Secretary of State.
