California Agency Calls for Massive Increase in Housing Construction

Last month the California Department of Housing and Community Development (HCD) released its Regional Housing Needs Assessment (RHNA) Determination to the Southern California Association of Governments (SCAG). The HCD Determination calls for a massive increase in Southern California housing over the next decade, particularly affordable housing. The total additional housing units projected to be needed over the next decade is over 1.3 million units with over 40% of those targeted for low-income or very low-income housing. Once regional housing needs are established local governments must basically adopt general plans that provide zoning consistent with their share of the housing needs. HCD’s determination is just one more voice added to the demand for more statewide affordable housing. While the Legislature has made attempts to promote housing development via new legislation, local restrictions and economic reality have continued to make the goals difficult to achieve.
